行政院「兆豐銀行遭美裁罰案督導小組」今天(3日)召開第7次會議，會中通過兆豐案查核總結報告，認為金管會、財政部歷任首長皆有督管不周的責任，決定將前金管會主委陳裕璋、曾銘宗、王儷玲、丁克華、前財政部長張盛和，以及現任財政部長許虞哲送監察院調查。

行政院「兆豐銀行遭美裁罰案督導小組」3日召開第7次會議，會中討論金管會提出的「加強金融監理檢討方案及改革措施」報告，並和財政部的檢討報告併案檢討。

督導小組也提出兆豐案相關部會督管責任查核總結報告，指出從美國金檢單位調查發現兆豐銀行紐約分行2012年有嚴重疏失後，特別是在2013年3月巴拿馬分行也被裁罰後，金管會與財政部在此期間的歷任首長都有督管不周的責任。

報告指出，金管會首長明知兆豐海外分行已經有類似裁罰前例，卻沒有積極督管作為；兆豐案後內部控制三道防線都失守，沒有把握督導良機；以及監理法規有漏洞，未能確實規範海外分行法遵等。

財政部長責任包括沒有掌握公股行庫海外法遵制度的情況，造成公股股權鉅額損失；對於其核派的人員適任性沒有監督考核機制等。

查核總結報告最後決定，將前金管會主委陳裕璋、曾銘宗、王儷玲、丁克華、前財政部長張盛和，以及現任財政部長許虞哲送監察院調查。
